Hamas representatives and Israeli delegates start mediated negotiations in the Egyptian city on the US Gaza peace plan.

Conflict zone News Agency
Israel has been carrying out an offensive in the northern Gaza Strip for an extended period.

Mediated discussions focused on achieving a final agreement on a US peace plan to stop the conflict in Gaza have commenced in the mediation venue of the negotiation site.

Local and international officials have stated that the meetings are concentrating on "establishing the groundwork" for a potential swap that would see the freeing of all detained individuals in compensation of a number of incarcerated individuals.

Officials declared it agrees to the peace plan proposals to some extent, but has failed to address several crucial requirements - including its weapons surrender and governance position in Gaza.

Israel's prime minister said on the weekend that he expected to reveal the release of hostages "soon"

Historical Framework

The discussions, which will see regional and international officials conducting mediation with delegations from both the conflicting parties in isolation, occur on the eve of the two-year mark of the Hamas-led attack on border communities on 7 October 2023, in which about 1,200 people were fatally wounded and 251 people were seized.

The defense forces initiated operations in Gaza in response. Following the initial attack, 67,160 have been killed by armed interventions in Gaza, based on data from the area's medical administration.

Proposal Framework

The detailed initiative, which has been approved by US President Donald Trump and the Netanyahu government, proposes an quick halt to fighting and the release of 48 captives, only 20 individuals are thought to be surviving, in exchange for multiple hundreds of incarcerated individuals.

The proposal specifies that once the two parties accept the plan "humanitarian support will be immediately sent into the conflict zone"

It also specifies that Hamas would have no involvement in administering the territory, and it allows for an future Palestinian sovereignty.

Current Situation

In the latest development, Hamas responded to the plan in a announcement, in which the group consented "to release all detainees, both alive and killed, in accordance with the exchange formula specified by President Trump's proposal" - if the necessary circumstances for the exchanges are satisfied.

It failed to address or approve the detailed initiative but said it "reaffirms its commitment to hand over the governance of the Palestinian territory to a Palestinian body of professionals, founded on Palestinian national consensus and Arab and Islamic support"

The statement omitted reference of one of the key demands of the plan – that the organization consent to its weapons surrender and to ceasing political participation in the leadership of Gaza.

Global Perspectives

Local residents portrayed the group's reaction to the negotiation initiative as unexpected, after multiple days of suggestions that the organization was considering denial or at least significantly qualify its endorsement of Trump's peace plan proposal.

Instead, the militant group omitted its established limits in the official statement, a action many interpret as a sign of international influence.

European and Middle Eastern leaders have endorsed the proposal. The Palestinian Authority, which controls sections of the Palestinian territories, has characterized the US president's efforts as "sincere and determined"

Iran - which has been one of Hamas's main sponsors for an extended period - has also recently indicated its backing of the US proposal.

Ongoing Reality

Armed attacks carried on in several parts of the Palestinian territory on Monday before the negotiations starting.

Israel is implementing an military operation in the urban area, which it has declared is aimed at obtaining the liberation of the outstanding captives.

An official representative, spokesman for the territory's local emergency services, indicated that "no aid trucks have been authorized access for the urban center since the military operations started recently"

"There are still bodies we cannot retrieve from areas under military occupation" he stated.

Numerous individuals of the metropolitan area have been forced to flee after the armed services mandated relocations to a specified safe zone in the south, but hundreds of thousands more are thought to have stayed.

The military official has cautioned that those who persist during the offensive would be "terrorists and supporters of terror"

In the previous day, 21 Palestinians have been fatally injured in Gaza and a another 96 wounded, the regional health administration said in its most recent report.

International journalists have been banned by Israeli authorities from accessing the Gaza Strip without supervision since the commencement of the hostilities, making confirming reports from the conflicting groups problematic.
